Answer

Schmitt defeated incumbent Democratic Congressman Richard Fulton in the 1976 election. Schmitt, a former member of the Tennessee State Senate, had lost to Fulton in the 1974 election. However, he was able to capitalize on the Watergate scandal and Fulton's association with President Gerald Ford, who was unpopular in Tennessee. Schmitt also received the support of the Tennessee AFL-CIO.
