Answer
In 1916, Admiral Alfred von Tirpitz was dismissed from his office as head of the German Imperial Naval Office by Kaiser Wilhelm II. The Kaiser had become increasingly frustrated with Tirpitz's aggressive naval expansion program, which he believed was a drain on the German economy and was alienating Germany's allies. Tirpitz was also blamed for the German defeat at the Battle of Jutland in 1916.
